RITES Limited and Hindustan Petroleum Corporation Limited (HPCL) have signed a Memorandum of Understanding (MoU) to develop and upgrade railway siding infrastructure across HPCL facilities, aimed at improving rail-based transportation of petroleum products. Under the agreement, RITES will provide end-to-end consultancy services for railway siding projects, covering the entire project lifecycle from concept development to commissioning. The scope will include feasibility studies, final location surveys, preparation of detailed project reports, detailed engineering, project management consultancy and construction supervision.
RITES will also coordinate with Indian Railways and support the process of obtaining required statutory approvals for the projects. The partnership is expected to strengthen HPCL’s rail logistics infrastructure by supporting the development of new railway sidings, improving rail connectivity and upgrading existing facilities. Enhanced rail infrastructure can help improve the movement of petroleum products and support more efficient logistics operations across HPCL’s network.
The MoU brings together HPCL’s operational requirements with RITES’ expertise in railway infrastructure, engineering and project management. The collaboration will focus on developing railway connectivity solutions suited to HPCL’s facilities and supporting the company’s broader infrastructure development plans. The agreement is also expected to create opportunities for systematic planning and execution of rail infrastructure projects, covering technical studies, engineering, project management and construction monitoring under a unified consultancy framework.
