The State Transformation Commission (STC) of the Government of Uttar Pradesh has signed a Memorandum of Understanding with OneOTTIntertainment Limited (OIL), the broadband division of Hinduja Global Solutions Ltd (HGS), to implement Project GANGA (Government Assisted Network for Growth & Advancement), a digital connectivity initiative aimed at expanding broadband access across the state.

The agreement was signed by Manoj Kumar Singh, Chief Executive Officer of STC, and Vynsley Fernandes, Whole-Time Director of HGS and Managing Director and CEO of OIL. The signing took place in the presence of Suresh Kumar Khanna, Minister for Finance and Parliamentary Affairs, along with senior government officials and industry representatives.

Project GANGA is designed to improve digital connectivity in Uttar Pradesh while creating opportunities for local entrepreneurship. The initiative aims to empower between 8,000 and 10,000 individuals at the NyayaPanchayat level to operate as independent Digital Service Providers (DSPs).

These DSPs will deliver high-speed broadband connectivity to households and businesses across the state. The programme aims to connect more than two million homes within the next two to three years while generating direct and indirect employment for over 100,000 people.

The initiative is also expected to support government programmes focused on digital education, healthcare access and digital governance services by expanding reliable internet connectivity in underserved areas.

Manoj Kumar Singh said the project represents an important step toward strengthening digital infrastructure across the state. He noted that improved connectivity will support the delivery of public services while also enabling small businesses and entrepreneurs to participate in the digital economy. Under the programme, participating Digital Service Providers will receive training, financial support and technical assistance to help them establish and operate broadband services within their communities.

Vynsley Fernandes said the partnership reflects the organisation’s commitment to expanding digital access and creating economic opportunities. He explained that Project GANGA is structured as a long-term programme focused on building digital infrastructure, supporting entrepreneurship and developing skilled employment.

OIL will implement the project using its broadband network expertise along with infrastructure support from Hinduja Global Solutions and NXTDIGITAL’s national connectivity network. OneOTTIntertainment Limited is among India’s leading private internet service providers, serving more than one million retail customers across more than 350 cities and towns. Through its ONE Broadband services, the company provides high-speed internet connectivity with speeds of up to 1,000 Mbps along with integrated video, voice and data services.

Part of the multi-billion-dollar Hinduja Group, HGS follows a “globally local” operating model, combining global scale with local market expertise. With a workforce of 18,017 employees across nine countries and 30 delivery centers, HGS partners with some of the world’s most recognized brands across industries. For the year ended March 31, 2025, HGS reported total income of ₹4,958.8 crore (US$586.1 million).
