Larsen & Toubro (L&T) has secured an Ultra-Mega Framework Cooperation Agreement (FCA) from European transmission system operator TenneT for its ambitious 2 GW offshore wind programme, marking a significant milestone in the company’s global renewable energy business. The agreement has been awarded to a consortium comprising L&T and Hitachi Energy and covers six projects in principle, along with potential future opportunities under TenneT’s high-voltage direct current (HVDC) programme.

The long-term framework is aimed at supporting the large-scale integration of offshore renewable energy into Europe’s electricity network and advancing the continent’s transition towards a low-carbon and sustainable energy future. As part of the agreement, the consortium will continue work on two ongoing offshore transmission projects — IJmuiden Ver Alpha and Nederwiek 1 in the Netherlands. In addition, it will execute two new projects, Nederwiek 3 in the Netherlands and LanWin 5 in Germany. Collectively, these four projects will deliver a transmission capacity of 8 GW operating at 525 kV, enabling renewable power generated in the Dutch and German sectors of the North Sea to be efficiently transmitted to onshore electricity grids.

Under the engineering, procurement, construction and installation (EPCI) scope, L&T will be responsible for the design, engineering, procurement, fabrication, installation and commissioning of offshore converter platforms and associated infrastructure. Hitachi Energy will provide its HVDC Light® technology, which will facilitate efficient power conversion and long-distance transmission of electricity from offshore wind farms to mainland power networks.

The partnership combines L&T’s expertise in offshore engineering and complex project execution with Hitachi Energy’s advanced power transmission technologies, creating a strong platform to deliver reliable HVDC infrastructure for Europe’s rapidly expanding offshore wind sector.

L&T said its Offshore Wind business is supported by multidisciplinary engineering capabilities through its engineering centres of excellence in India and Sharjah, UAE. The company also leverages strategic international partnerships, a strong global supply chain network and advanced modular fabrication facilities at Kattupalli, India, enabling it to execute large-scale offshore projects while maintaining high standards of safety, quality and sustainability.

The framework agreement further strengthens L&T’s presence in international renewable energy markets and reinforces its position as a key partner in the development of offshore energy infrastructure. The company believes the programme will contribute significantly to Europe’s clean energy ambitions by enhancing grid connectivity for offshore wind projects and supporting the region’s long-term decarbonisation and net-zero objectives.
