Tata Advanced Systems Limited (TASL) and the Javelin Joint Venture (JJV), formed by Raytheon, an RTX business, and Lockheed Martin, have signed a memorandum of understanding (MoU) to explore the co-production of the Javelin All Up Round (AUR) in India. Under the agreement, TASL has been selected as the prime Indian industry partner for future Javelin co-production activities. The two sides will examine the establishment of a facility in India for final assembly and integration of the Javelin AUR, along with local production of selected components.

The proposed arrangement is expected to expand India’s defence manufacturing capabilities and strengthen cooperation between Indian and US defence companies. It will also create opportunities for Indian suppliers and skilled workers while supporting the wider Javelin supply chain.

The planned production model will combine manufacturing activities in India with components supplied from the United States. Sub-assembly kits produced at Lockheed Martin’s facility in Troy, Alabama, and guidance electronics units manufactured at Raytheon’s Tucson, Arizona, facility will be shipped to India for final assembly and integration.

The companies said the partnership could also support supply chain resilience at a time when demand for defence equipment is increasing globally. Local production in India is expected to provide greater access to the Javelin system and support faster delivery and sustained readiness for partner countries in the Indo-Pacific region.

Rich Liccion, Vice President, Javelin Joint Venture and Program Director, Lockheed Martin Javelin, said the proposed facility would help build a stronger and more resilient supply chain for the anti-tank weapon system. He added that the partnership would expand India’s high-technology manufacturing capabilities and contribute to security across the Indo-Pacific. Jenna Hunt Frazier, JJV President and Javelin Program Director at Raytheon, said the agreement with TASL would provide a foundation for strengthening the global Javelin supply chain and support faster fielding of the weapon system.

Sukaran Singh, Chief Executive Officer and Managing Director, Tata Advanced Systems Limited, said the initiative would bring assembly expertise and knowledge into India’s defence manufacturing sector. He added that local assembly could improve operational readiness and provide timely access to the Javelin system for the Indian Armed Forces. The Javelin system is developed and produced by the Javelin Joint Venture between Raytheon and Lockheed Martin. The companies have produced more than 55,000 Javelin missiles and over 12,000 reusable Command Launch Units to date.
