Vingroup Signs MoU with Telangana Government

Vingroup today announced the signing of a Memorandum of Understanding (MoU) with the Government of Telangana at the Telangana Rising Global Summit, outlining a proposed USD 3 billion phased investment to build a comprehensive multi-sector ecosystem in the state. The partnership enables both sides to jointly evaluate opportunities across smart urban development, electric mobility, healthcare, education, tourism, renewable energy and large-scale charging infrastructure over an estimated 2,500 hectares. The collaboration aims to advance Telangana’s socio-economic development priorities while supporting Vingroup’s global expansion strategy as one of Vietnam’s leading diversified corporations.

As part of its electric mobility roadmap, Vingroup plans to introduce India’s first large-scale electric taxi fleet and mobility-as-a-service platform in Telangana using VinFast vehicles via GSM, while also assessing longer-term opportunities related to EV manufacturing. In urban development, the Group proposes the creation of the Vinhomes Smart City mega township across 1,080 hectares, designed for approximately 200,000 residents and expected to generate nearly 10,000 jobs. The master plan includes a mix of low-rise and high-rise structures, premium amenities and sustainable design principles with a limited built-up footprint.

For social infrastructure, Vingroup intends to establish Vinschool’s K–12 integrated education system, Vinmec international-standard multi-specialty hospitals and the V-Green EV charging network across roughly 70 hectares. In the tourism and entertainment segment, the Group, through VinWonders, plans to develop a 350-hectare theme park, zoo and safari complex to strengthen Telangana’s tourism potential and create substantial employment.

In renewable energy, Vingroup’sVinEnergo division proposes a 500 MW solar farm on approximately 500 hectares to provide dependable green electricity for urban zones, industrial clusters and the broader electric mobility ecosystem. The Group has also expressed interest in collaborating on strategic connectivity infrastructure to improve regional linkages and support scalable urban expansion.

The Telangana Government, in turn, has committed to facilitating land identification and allocation, coordinating master planning and project structuring, assisting with administrative processes and mobilizing departments to provide enabling infrastructure. The state will also examine the applicability of incentives under existing policies and work closely with Vingroup through all phases of planning and execution.

This MoU establishes a platform for large-scale investments expected to have a direct positive impact on Telangana’s economic growth while reinforcing the presence of Vietnamese enterprises in India. The partnership is also poised to strengthen broader bilateral business ties between the two countries.

Speaking about the collaboration, Chief Minister A Revanth Reddy said, “The USD 3 billion investment by Vingroup is a massive vote of confidence in the ‘Telangana Rising’ vision, particularly our focus on sustainable urban development and green infrastructure. This is more than capital; it’s a partnership to build a futuristic, net-zero city and introduce India’s first large-scale electric taxi fleet, directly improving the quality of life for our citizens. Our government guarantees accelerated execution to ensure this global vision becomes a local reality.”

Industries Minister D Sridhar Babu added, “Vingroup’s multi-sectoral commitment, spanning smart cities, solar power, and advanced social infrastructure like hospitals and schools, demonstrates the stability and breadth of Telangana’s industrial policy. We are committed to translating this significant capital inflow into local opportunity, positioning Telangana as the gateway for Vietnamese and South-East Asian investment into India’s fastest-growing economy.”

Special Chief Secretary Sanjay Kumar, IAS, noted, “We welcome Vingroup’s presence in Telangana and recognize the achievements the Group has made in Vietnam, particularly in urban development, green infrastructure and electrified transportation. With the Group’s extensive expertise and capability to execute large-scale projects, we believe that this cooperation will mark an important step forward in shaping a modern and sustainable urban landscape and improving the quality of life for the people of Telangana.”

Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia, commented, “Vingroup sees tremendous potential in Telangana and we aspire to build a long-term partnership with the state government. With our proven track record in delivering mega urban developments, large-scale infrastructure and a comprehensive electric mobility ecosystem, we believe that our collaboration with Telangana will generate tangible value, promote sustainable development and enhance the quality of life for local residents.”

Home to around 38.5 million people, Telangana is one of India’s most dynamic economic centres, known for its technology leadership and investor-friendly environment. Vingroup, Vietnam’s largest private multi-sector corporation, operates across Industrials & Technology, Real Estate & Services, Infrastructure, Green Energy, Culture and Social Enterprises. It was recently listed in TIME Magazine’s “World’s Best Companies 2025.” The Group already has a presence in India through its EV brand VinFast, which is developing a manufacturing ecosystem in Tamil Nadu.
