Uttar Pradesh is set to accelerate its ambitions of becoming India’s leading destination for robotics, artificial intelligence (AI), quantum computing, semiconductors and other emerging technologies, with Chief Minister Yogi Adityanath directing officials to prepare a comprehensive action plan focused on innovation, research, advanced manufacturing and future-ready skills. Reviewing the progress of the Information Technology and Electronics Department, the Chief Minister outlined a strategy to position the state as a global centre for technology-driven manufacturing and innovation. He emphasised that Uttar Pradesh should move beyond being a consumer of advanced technologies and establish itself as a preferred destination for research, product development and high-value investments.
A key initiative under this vision is the proposed PRAGATI (Park for Robotics, Artificial Intelligence, GPU Clusters and Advanced Technical Innovation) project in Noida. Planned over nearly 75 acres, the integrated cluster is expected to become India’s largest robotics and advanced manufacturing ecosystem. The facility will house robotics testing and certification laboratories, rapid prototyping and manufacturing units, AI computing infrastructure, motion capture laboratories, physical AI data centres, startup incubation facilities and collaborative workspaces. The project will also bring together global manufacturers, component suppliers, research institutions, technology companies and specialised service providers, creating a comprehensive ecosystem for advanced manufacturing and innovation.
Highlighting Noida’s advantages, officials noted that the region’s strong electronics manufacturing base, connectivity through the upcoming Jewar International Airport, the Dedicated Freight Corridor, Defence Industrial Corridor and academic institutions make it an ideal location for the project. The initiative is expected to generate more than one lakh direct and indirect employment opportunities while contributing over ₹2,000 crore in gross value addition over the next five years.
The Chief Minister also reviewed plans for U Hub, a technology platform designed to connect startups, academia, industry, investors and research organisations. Two Centres of Excellence will be established in Lucknow and Noida, backed by a budgetary allocation of ₹100 crore for 2026-27. The concept has been developed by an expert committee led by the Director of IIT Kanpur after studying leading global deep-tech ecosystems.
While the Noida U Hub will focus on quantum computing, semiconductor design, robotics, physical AI, defence technology and advanced biotechnology, the Lucknow centre will specialise in applied AI, GovTech, healthcare technologies, biosciences and agri-biotechnology. These centres are expected to accelerate technology commercialisation, research-led entrepreneurship and investment in deep-tech ventures.
Addressing the need for a skilled workforce, the Chief Minister called for industry-aligned training programmes in AI, machine learning, cybersecurity, cloud computing, semiconductors and data science. He stressed the importance of stronger collaboration among educational institutions, industry and skill development agencies to equip young professionals with capabilities required for future technologies.
The Chief Minister also directed the department to revise the state’s Information Technology Policy to make it more investor-friendly, employment-oriented and aligned with evolving global industry requirements. He emphasised expanding IT investments beyond Gautam Buddh Nagar and Ghaziabad to Tier-2 and Tier-3 cities by strengthening digital infrastructure and creating an enabling environment for Global Capability Centres (GCCs), startups and technology enterprises.
Reaffirming the government’s focus on employment and innovation, the Chief Minister said the state’s technology policies should encourage skill development, internships, research, patents and entrepreneurship while ensuring transparent and time-bound approvals for investors. Leveraging improved infrastructure, connectivity and a strong industrial base, Uttar Pradesh aims to establish itself as a preferred destination for global technology investments and next-generation industries.
