TotalEnergies has signed a Memorandum of Understanding with the Syrian Petroleum Company relating to offshore exploration activities in Block 3 located in the Mediterranean Sea offshore Syria. The agreement was signed alongside TotalEnergies’ partners QatarEnergy and ConocoPhillips and establishes a framework for technical assessment and future commercial discussions concerning exploration opportunities within the offshore block.
Under the Memorandum of Understanding, the partner companies will conduct a detailed technical review of the Block 3 offshore area to evaluate its exploration potential and identify possible future development opportunities. The agreement also provides a basis for ongoing technical and commercial cooperation between the participating companies and Syrian authorities.
Julien Pouget, Senior Vice President Middle East and North Africa Exploration & Production at TotalEnergies, said the company is pleased to enter into a new partnership with the Syrian Petroleum Company, with whom it maintained a long-standing working relationship from 1988 to 2011. He added that TotalEnergies looks forward to collaborating with QatarEnergy and ConocoPhillips to assess offshore exploration opportunities in Syrian waters of the Mediterranean.
The agreement reflects renewed interest in offshore energy exploration activities in the Eastern Mediterranean region, which has attracted significant global attention in recent years due to the discovery of substantial natural gas reserves and growing energy demand across regional and international markets. TotalEnergies stated that the technical review process will focus on assessing geological structures, reservoir potential, and broader exploration feasibility within Block 3.
The collaboration is expected to involve advanced geophysical analysis and technical studies aimed at evaluating long-term development prospects. The company emphasized that the agreement currently focuses on exploration assessment and technical cooperation while laying the groundwork for possible future exploration activities subject to regulatory approvals, technical evaluations, and commercial viability.
TotalEnergies continues to expand its global exploration and production activities while balancing investments across conventional energy resources, renewables, low-carbon fuels, and integrated energy solutions. The company operates across approximately 120 countries and maintains a diversified portfolio covering oil, natural gas, electricity, renewables, biofuels, biogas, and hydrogen.
The company stated that sustainability remains central to its long-term strategy as it seeks to provide more reliable, affordable, and sustainable energy solutions globally. Through its integrated energy model, TotalEnergies continues investing in projects aimed at supporting energy security while advancing lower-carbon energy systems.
The offshore cooperation agreement also highlights the continued strategic importance of the Mediterranean region in the global energy sector. Offshore exploration in the region has gained momentum as countries and energy companies seek to diversify energy supplies and strengthen regional energy infrastructure.
QatarEnergy and ConocoPhillips, both major international energy players, bring extensive expertise in offshore exploration, production technologies, and large-scale energy project execution. Their participation is expected to support technical evaluation and future project planning under the partnership framework. TotalEnergies noted that the agreement represents an important step toward evaluating offshore resource opportunities in Syria while strengthening cooperation between international energy companies and regional stakeholders.
As the global energy sector continues evolving, companies are increasingly balancing traditional hydrocarbon exploration with investments in cleaner and more sustainable energy technologies. TotalEnergies stated that it remains committed to pursuing a diversified energy strategy capable of meeting global energy demand while supporting long-term sustainability objectives.
