Gurugram-based Startup Stairs Private Limited, AITMC Ventures Limited (AVPL), and Victory Electric Vehicles International Limited have entered into a strategic collaboration to create a nationwide, franchise-driven ecosystem focused on electric vehicle charging infrastructure, workforce training, manufacturing and entrepreneurship. The partnership establishes a structured framework to assess and implement large-scale EV training programmes, infrastructure deployment and employment-linked business opportunities across India.
It combines Startup Stairs’ incubation and ecosystem development platform, AVPL’s skilling network and infrastructure presence, and Victory International’s expertise in EV technology and manufacturing. As part of the initiative, the partners plan to assess the rollout of EV-focused training centres across approximately 70 Industrial Training Institutes (ITIs) and associated institutions nationwide. The goal is to equip young professionals and technicians with industry-relevant skills in EV servicing, maintenance and charging infrastructure management.
AVPL will leverage its existing and upcoming Centres of Excellence to deliver training aligned with practical industry requirements. Pilot programmes will be introduced in selected regions to evaluate scalability and demand before broader implementation.
A central element of the collaboration is linking training outcomes with income-generating opportunities. Participants who successfully complete EV programmes will be assessed for entry into a franchise-led model designed to encourage self-employment and first-generation entrepreneurship. The proposed franchise formats are being structured at investment levels of approximately ₹5 lakh and ₹10 lakh, enabling trained individuals to establish EV charging stations, service centres or dealerships.
Manufacturing of EV AC and DC chargers, batteries and related components will be carried out in phases at AVPL’s Future Tech Park in Sisai, Hisar. The facility is expected to support domestic production capabilities in line with national self-reliance objectives while supplying equipment for the franchise-based network.
Victory Electric Vehicles International will oversee technical design, manufacturing systems and quality standards, as well as franchise operational frameworks in compliance with regulatory norms. Startup Stairs will coordinate ecosystem development, institutional partnerships and entrepreneur onboarding.
Dr Preet Sandhu, Founder and Managing Director of AVPL, stated that the initiative aims to connect skill development directly with employment and entrepreneurship opportunities in the EV and battery sectors. Sanjay Poply, Managing Director of Victory Electric Vehicles International Limited, added that integrating ITI-based training with real business prospects could accelerate electric mobility adoption while creating sustainable livelihoods.
The programme will be introduced in phases, beginning with pilot deployments and institutional alignment. All infrastructure development and commercial arrangements will proceed under definitive agreements and regulatory approvals.
Founded in 2016, AVPL International has trained over 100,000 youth across India under various government initiatives. Victory Electric Vehicles International, established in 2011, manufactures electric three-wheelers, load carriers and scooters for passenger and commercial use across urban and semi-urban markets.
