Engineers India Limited (EIL) has entered into a contract with the Dangote Group to provide project management consultancy (PMC) and engineering, procurement and construction management (EPCM) services for a proposed 700,000 barrels-per-day greenfield refinery and petrochemical complex in Kenya. The contract is valued at more than US$450 million. The project is part of Dangote Group’s expansion into East Africa and is aimed at increasing regional refining capacity and supporting the supply of petroleum products to East African and international markets.
EIL has previously worked with the Dangote Group as PMC and EPCM consultant for the 650,000 barrels-per-day Dangote Refinery and Petrochemical Complex at the Lekki Free Zone in Nigeria. The refinery is operational and is being expanded to a planned capacity of 1.4 million barrels per day. The new Kenya project builds on EIL’s experience in large-scale refining and petrochemical projects and extends its relationship with Dangote Group to another major greenfield development.
The proposed facility is planned as an integrated refinery and petrochemical complex with a capacity of 700,000 barrels per day. Once completed, it is expected to increase domestic and regional availability of refined petroleum products and reduce dependence on imported fuels. The project is also intended to provide a wider supply base for petroleum products in East Africa while creating infrastructure to serve international markets.
EIL will support Dangote Group across project management, engineering and EPCM activities. Its responsibilities will draw on the company’s multidisciplinary capabilities covering refining, oil and gas, petrochemicals, fertilisers, infrastructure, metallurgy and renewable energy.
EIL is a Government of India enterprise under the Ministry of Petroleum and Natural Gas and provides engineering consultancy and project management services across the energy and industrial sectors. Its project capabilities cover the full lifecycle from concept development and engineering through construction management and commissioning.
The Dangote Group is headquartered in Lagos, Nigeria, and has interests across oil and gas, mining, petrochemicals, fertilisers, cement, sugar and food. The group operates across 17 African countries and is among the major industrial groups in the region. Its flagship refinery at the Lekki Free Zone has a capacity of 650,000 barrels per day and produces products including gasoline, diesel, jet fuel and polypropylene. The facility is being expanded to 1.4 million barrels per day.
The Kenya refinery and petrochemical project will add to Dangote Group’s refining and petrochemical presence outside Nigeria and support its strategy of expanding its industrial footprint across Africa. For EIL, the contract expands its international project portfolio and provides an opportunity to apply its experience from the Dangote Lekki project to another large integrated energy development.
EIL will bring its engineering, project management and execution capabilities to the Kenya project as Dangote Group develops the planned refinery and petrochemical complex. The project is expected to play a role in strengthening refining capacity and petroleum product availability in East Africa.
