Blue Cloud Softech Solutions Limited has entered into a strategic Memorandum of Agreement with the Global Council for Investment and Business for Africa (GCIB) and Afro Mobile SARL to develop telecommunications and digital infrastructure projects across Africa. The agreement, dated August 7, 2026 and fully executed on August 19, establishes a five-year cooperation framework covering the identification, financing, development and operation of major digital infrastructure initiatives.

The proposed projects will cover national fibre-optic networks, 4G and 5G infrastructure, international connectivity, submarine cable landing stations, internet exchange points and telecommunications towers. The partnership will also explore digital public infrastructure, including digital identity, national interoperability, e-governance and digital payment platforms.

Satellite connectivity will form another important area, with projects potentially covering VSAT and Low Earth Orbit services for remote communities and emergency communication requirements. Under the agreement, Blue Cloud will serve as the Lead Technology and Digital Transformation Partner. Its responsibilities will include technology design, platform architecture, systems integration, deployment and technology transfer. The company will also support technical coordination and financial structuring for projects developed under the partnership.

GCIB will act as the Strategic Development and Investment Partner. It will lead engagement with governments and institutions and help mobilise international investors and financing partners. Afro Mobile will serve as the Telecommunications and Digital Infrastructure Partner. The company will support engagement with telecom operators and regulators, develop local partnerships and assist with capacity building.

The partners intend to structure projects around sustainable commercial models capable of generating recurring revenues. Individual projects may be developed through special purpose vehicles, joint ventures or consortium arrangements. A Joint Steering Committee will oversee the overall partnership and coordinate project development.

Chandrashekar Mudraganam, Chief Executive Officer, Blue Cloud Softech Solutions Limited, said Africa’s digital transformation represents a major infrastructure opportunity. He said the partnership brings together GCIB’s investment and institutional network, Afro Mobile’s telecommunications presence in West Africa and Blue Cloud’s capabilities in artificial intelligence, cloud, cybersecurity and telecom technologies.

The agreement does not itself constitute a commitment to specific investments or projects. Individual initiatives will be subject to separate project-specific agreements, including commercial and financial arrangements, which will be announced as they are concluded and in line with applicable disclosure requirements.
