Phillips 66 has announced final investment decisions to proceed with the Zeus Gas Plant and a third Coastal Bend Fractionator, reinforcing its integrated wellhead-to-market strategy across the Permian Basin and US Gulf Coast. The two projects are designed to expand natural gas processing and natural gas liquids (NGL) fractionation capacity within the company’s Midstream footprint, improving connectivity between upstream production areas in the Permian and downstream market centres along the Gulf Coast. Both assets are expected to be operational in 2028.

The Zeus Gas Plant will be a 300 million cubic feet per day (MMcf/d) natural gas processing facility located in the Permian Basin. The project also includes development of the Midland Express (MEX) Pipeline, a 45-mile, 20-inch pipeline designed to integrate Phillips 66’s existing gathering systems. Once operational, the pipeline will be capable of transporting up to 230 MMcf/d of wellhead gas and will provide additional operational flexibility through potential bi-directional flow between multiple processing facilities.

The third Coastal Bend Fractionator, previously referred to as Corpus Christi Fractionator or BTT2, will be constructed in Robstown, Texas. The facility will have a processing capacity of 100 thousand barrels per day of NGLs and will include associated purity pipeline expansions and water treatment infrastructure. The project will strengthen Phillips 66’s fractionation network and support growing demand for processed NGL products in domestic and export markets.

Don Baldridge, Executive Vice President, Midstream at Phillips 66, said the new investments will enhance system connectivity and expand capacity across the company’s integrated value chain. He noted that the projects are designed to efficiently move growing Permian production volumes through Phillips 66’s infrastructure, improving reliability while capturing additional value across its midstream operations.

The projects are included within the company’s capital expenditure framework, which remains in the range of $2.0 billion to $2.5 billion. Phillips 66 reiterated that its investment programme remains aligned with its financial priorities, including reducing debt to approximately $17 billion by the end of 2027 and returning more than 50% of net operating cash flow, excluding working capital, to shareholders.

The company stated that Permian production is expected to continue growing over the next several years, driven by customer-operated acreage and long-term development activity. The Zeus Gas Plant and Coastal Bend Fractionator are intended to provide the infrastructure required to support this growth while improving operational efficiency across the value chain.

Phillips 66 is a diversified energy manufacturing and logistics company with operations spanning midstream, refining, chemicals, marketing and renewable fuels.
