Indian Railways has revived the tender for 44 Vande Bharat trains which was canceled by the Railways in August this year. The tender for manufacturing of 44 sets of semi high-speed train sets of Vande Bharat floated July this year had received 6 bidders. As part of the global auction, Vande Bharat, earlier known as Train 18, had seen the likes of CRRC Pioneer Electric, a company in partnership with China’s CRRC as one of the bidders. 

Due to the emerging focus on ‘Make in India’, this tender had been canceled and a revised new tender was supposed to be introduced as per Revised Public Procurement (Preference to Make in India). After the third canceled tender, Indian Railways has once again floated a new tender of the same 44 semi high-speed Vande Bharat train sets. It is focused on 3 phase Propulsion, Control, and other Equipment along with Bogies for Train Sets.

The date for the pre-bid meeting is assigned to be on 29th September 2020 while the tender opening will start on 17th November 2020. There is to be an emphasis on indigenous manufacturing as the tender will be completely local. The trainsets are to be manufactured at ICF/Chennai, RCF/Kapurthala, and MCF/Raebareli. There will be a two-stage, reverse auction in which the bidders will be allowed to bid on prices suited to them.

It is the first-of-its-kind tender with up to 75% domestic components as per the revised DPIIT (Department of Promotion of Industry and Internal Trade) norms of Atmanirbhar Bharat, in line with the objective of the ‘Make in India’ initiative of the Government of India. The tender will be 100% domestic in nature with only those companies allowed to participate that are registered in India.
