Texas LNG Brownsville LLC, a liquefied natural gas export terminal under development by Glenfarne Group, has announced that Kiewit Offshore Services (KOS) will undertake fabrication of key project modules, subject to a Notice to Proceed. The scope includes liquefaction, pretreatment and pipe rack modules, all to be manufactured at Kiewit’s facility in Ingleside, Texas.

The decision follows the recent execution of an engineering, procurement and construction (EPC) agreement between Glenfarne and Kiewit Energy Group. By selecting a Texas-based fabrication yard, the project aims to strengthen domestic manufacturing while improving cost efficiency and project execution reliability.

Fabricating modules within the United States is expected to reduce exposure to global supply chain risks, including tariffs, shipping constraints and geopolitical uncertainties. It also allows for greater oversight of quality and scheduling, while minimizing logistical complexities such as heavy-lift transport and international transit routes.

The move represents a significant investment in local workforce development, supporting skilled labor and industrial capabilities in South Texas. Hundreds of jobs are expected to be created through fabrication and related activities, reinforcing the project’s contribution to regional economic growth.

Project leadership emphasized that the decision aligns with a broader strategy to prioritize U.S.-based manufacturing wherever feasible. The Ingleside facility was selected based on its proven experience in delivering complex energy infrastructure components and its proximity to the project site.

Kiewit Offshore Services brings extensive expertise in large-scale fabrication, supported by a skilled workforce with a strong track record in executing energy and industrial projects. The collaboration is expected to ensure high standards of safety, quality and efficiency throughout the fabrication process.

Texas LNG remains on track for a final investment decision in the second quarter of 2026, following more than a year of detailed engineering work. Once operational, the facility is designed to be among the lowest-emission LNG export terminals, incorporating advanced technologies such as electric motor-driven systems to enhance environmental performance.
