Rutherford Energy Ventures (REV) has entered into a collaboration with the US Department of Energy (DOE) to test a new public-private partnership model aimed at accelerating the infrastructure and technologies needed for commercial fusion power. As part of this effort, Oak Ridge National Laboratory (ORNL) will host the first pilot under a new initiative known as Fusion Upscaled Leveraged Consortia for Rapid Acceleration, or FULCRA.
The US fusion sector is at a critical juncture. Private fusion developers have made major strides in plasma science and enabling technologies, backed by more than $11 billion in private investment supporting burning-plasma demonstrations and prototype systems. However, progress toward commercialization is constrained by gaps in fusion nuclear technologies and materials. Key areas such as blanket systems, tritium processing, fuel cycle infrastructure, radiation-resistant materials, and integrated component testing remain underdeveloped, limiting the industry’s ability to validate designs, qualify supply chains, and demonstrate long-term operational reliability. As other nations, particularly China, accelerate national fusion programs, closing these gaps has become an urgent priority for maintaining U.S. leadership.
Through the FULCRA pilot, ORNL, REV, and the DOE will pursue a consortium-based approach that combines national laboratory capabilities with private capital and industry participation. The initiative aligns with President Trump’s Executive Order on Unleashing American Energy, which emphasizes domestic energy expansion and renewed American leadership. Under the Trump Administration, DOE is advancing partnership models that leverage national laboratories and private innovation to strengthen supply chains and move fusion closer to market readiness.
FULCRA supports the DOE’s Fusion Science and Technology Roadmap and its Build–Innovate–Grow strategy by reducing technical risk and expanding shared access to specialized infrastructure. The program is designed to establish regional innovation hubs that enhance U.S. competitiveness in global fusion markets while accelerating technology development.
The FULCRA framework centers on the creation of specialized testing platforms, referred to as “Fulcrums,” each focused on distinct challenges in fusion materials and nuclear engineering. These Fulcrums are intended to act as leverage points, amplifying the impact of combined government and private investment across the fusion ecosystem.
At ORNL, the pilot phase will evaluate existing laboratory infrastructure and define the first Fulcrum consortium. REV will work with ORNL leadership and technical teams to assess capabilities, develop governance and cost-sharing structures, and engage potential private-sector partners. The objective is to deliver a scalable model that can be replicated across additional national laboratories.
This initiative marks a new chapter in federal-industry collaboration, using shared testbeds, flexible governance, and strategic investment to accelerate fusion technology maturation while safeguarding U.S. competitiveness. As the pilot advances, DOE and REV plan to refine the FULCRA model and expand it nationwide, laying the groundwork for commercial fusion energy and reinforcing America’s position at the forefront of next-generation energy innovation.
