RECPDCL Finalizes Major Deal to Deploy Over 33 Lakh Smart Prepaid Meters in Gujarat

REC Power Development and Consultancy Limited (RECPDCL), a subsidiary of REC Limited, has officially signed agreements for the rollout of 33.26 lakh smart prepaid meters in Gujarat under the second phase of the Revamped Distribution Sector Scheme (RDSS). The agreements were formalized on July 10, 2025, in Rajkot with Paschim Gujarat Vij Company Limited (PGVCL).

The contracts, which include the Project Implementation Agency (PIA) and Distribution Development Framework (DDF) agreements, outline the engagement of an Advanced Metering Infrastructure (AMI) service provider on a Design, Build, Finance, Own, Operate, and Transfer (DBFOOT) basis.

Additionally, RECPDCL executed the main AMI service contract with Bharat Grid Private Limited, a joint venture between Actis and EDF India. The signing event was attended by KP Joshi, IAS, Managing Director of PGVCL; TSC Bosh, Chief Executive Officer of RECPDCL; Saurabh Rastogi, Executive Director of RECPDCL; RJ Vala, Chief Engineer of PGVCL; Christophe Feuillard, CEO of Bharat Grid; along with other senior representatives from all participating organizations.

The project aims to enhance the power distribution system by cutting losses, reducing outages, improving consumer interaction, and increasing operational efficiency. REC Power Development and Consultancy Limited (RECPDCL) is a wholly owned subsidiary of REC Limited, operating under the Ministry of Power as a Maharatna Central Public Sector Undertaking.

It specializes in consultancy and project implementation across the power sector in India, covering transmission, distribution, and renewable energy. As a trusted partner to over fifty state power utilities, RECPDCL manages tasks ranging from bid-process coordination under tariff-based competitive bidding to full-scale project execution—such as smart meter rollouts, solar plant commissioning, transmission line development, and system-strengthening under national schemes like RDSS, DDUGJY, IPDS, Saubhagya, and PMDP.

To facilitate large infrastructure projects, RECPDCL establishes special purpose vehicles (SPVs) for individual inter-state or intra-state transmission initiatives and transfers these SPVs to successful bidders, having overseen the handover of dozens of such entities to firms including Power Grid Corporation and Techno Electric Additionally, the company is expanding into solar power development—issuing tenders for projects like the 200 MW grid-connected plant in Jhansi, Uttar Pradesh—and is involved in emerging areas such as smart grids, energy audits, rural feeder monitoring systems, and unified billing solutions.
