The National Institution for Transforming India, NITI Aayog, has been actively exploring a battery swapping policy for 2 and 3-wheelers, to accelerate the adoption of Electric Vehicles (EVs) in India, the. Battery swapping presents an alternative to traditional charging, involving the exchange of discharged batteries for charged ones. This method is particularly popular for smaller vehicles with compact batteries, such as 2 and 3-wheelers.
The initiative gained momentum following an inter-ministerial discussion held by NITI Aayog in February 2022, aiming to formulate a comprehensive draft policy framework specifically tailored for 2 and 3-wheeler-centric battery swapping. The discussions were prompted by the potential advantages of battery swapping in promoting the widespread adoption of EVs across the country.
Battery swapping has already been operational in India, with an increasing number of swapping stations emerging annually. Recognizing its significance, NITI Aayog is actively engaging in stakeholder discussions with a diverse spectrum of participants, including Battery Swapping Operators, Battery Manufacturers, Vehicle Original Equipment Manufacturers (OEMs), Financial Institutions, Civil Society Organizations (CSOs), Think Tanks, and other experts. These discussions aim to refine and finalize the draft policy by incorporating insights from key stakeholders.
The proposed battery swapping policy is positioned among various other policy instruments, such as the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) and Production-Linked Incentive (PLI) schemes, already in effect to foster the growth of the EV sector in India. While these policies have played crucial roles, the focus on battery swapping underscores the need for diverse approaches to address the unique requirements of different segments within the EV landscape.
The EV battery ecosystem is intricate, featuring a range of evolving technologies. It is vital to note that India’s current battery swapping practices align with global best practices. Union Minister of Road Transport and Highways, Shri Nitin Gadkari, provided insights into the ongoing developments in a written reply to the Rajya Sabha. He emphasized that the deliberations on the draft policy involve multiple entities, including NITI Aayog, the Bureau of Indian Standards, the Department of Science and Technology, and other relevant stakeholder departments.
