Gujarat Urja Vikas Nigam Ltd (GUVNL) has successfully concluded a tender for Wind-Solar Hybrid technology, encompassing a substantial total capacity of 500 MW. The competitive reverse auction, executed on January 22, 2024, drew active participation from key industry players, marking a significant milestone in the state’s pursuit of sustainable energy solutions.
GUVNL‘s inception lies in the part of the Power Reform Process. The Central Government, within the power reform process, enacted the Electricity Act, 2003. On the other hand, the Government of Gujarat introduced the Gujarat Electricity Industry (Re-organization & Regulation) Act, 2003. These legislative measures were aimed at restructuring the Electricity Industry to enhance efficiency in management and service delivery to consumers.
In accordance with the provisions of these Acts, the Government of Gujarat formulated the Gujarat Electricity Industry Re-organization & Comprehensive Transfer Scheme, 2003, through a notification dated October 24, 2003. This Transfer Scheme outlined the process for the transfer of assets, liabilities, and other components of the erstwhile Gujarat Electricity Board (GEB) to the newly established successor entities.
The reorganization of the GEB became effective on April 1, 2005, resulting in the creation of seven distinct companies, each assigned specific functional responsibilities such as Trading, Generation, Transmission, and Distribution. This restructuring marked a pivotal step in optimizing the operations and efficiency of the electricity sector in Gujarat.
The tendered capacity of 500 MW by GUVNL exemplifies Gujarat’s commitment to harnessing the potential of Wind-Solar Hybrid technology, a versatile approach that combines the strengths of both wind and solar energy generation. KPI Green Energy emerged as a notable player in this auction, securing a 50 MW project with a highly competitive quoted rate of INR 2.99/KWh. The success of KPI Green Energy highlights the industry’s commitment to delivering cost-effective renewable energy solutions.
Additionally, Juniper Green Energy secured a more substantial share, securing a 150 MW contract at INR 3.04/KWh. The strategic decisions made by these companies underscore the nuanced dynamics of the auction, where participants meticulously balanced their proposed capacity against tariff rates to achieve optimal outcomes.
