Capgemini has been selected by the Swedish Civil Defence and Resilience Agency to support the establishment of the Swedish Emergency Network (SWEN), the country’s next-generation digital communications network for mission-critical services. Capgemini will lead the integration, system architecture and operational readiness of the secure communications platform, which will be based on LTE and 5G technologies. The company will work with the Swedish Civil Defence and Resilience Agency, commercial mobile network operators and other technology providers to ensure that the new platform can work with existing systems while meeting security and operational requirements.
The Swedish Government has mandated the agency to develop the next-generation communications system for public safety, emergency response, healthcare and civil defence. Over time, SWEN is expected to replace the existing Rakel network and provide a new communications platform for organisations responsible for critical public services.
Under the agreement, Capgemini will support system architecture design and validation, interface coordination, large-scale testing and implementation of security controls. Its responsibilities will cover the establishment and migration of the new system as well as its transition to the agency’s own operational organisation.
“This is an important milestone for Sweden’s preparedness, which ensures access to solid expertise with experience of establishing similar systems in Europe,” said Åke Holmgren, Head of Cyber Security and Mission Critical Communications at the Swedish Civil Defence and Resilience Agency.
Caroline Segerstéen Runervik, CEO of Capgemini Sweden, said the company would support the agency in strengthening Sweden’s crisis preparedness and civil defence capabilities. “SWEN is a critical enabler for emergency services, regional authorities and municipalities to carry out their mission-critical responsibilities with the highest levels of security and reliability,” she said. “We are bringing together the breadth of Capgemini’s global expertise in telecommunications, digital platforms and cybersecurity to help deliver a secure and future-ready communications environment for Sweden.”
SWEN is designed to provide capabilities beyond those available through the existing Rakel network. Based on modern LTE and 5G technologies and Mission Critical Services (MCX), the platform will support secure data communications, positioning services and the real-time exchange of video and operational information.
The migration of Rakel capabilities to the new platform is also expected to provide a scalable base for connected services and machine-to-machine communications. The system will support emergency services and public sector organisations with tools for secure information sharing and coordination.
