Blue Cloud Softech Solutions Limited (BSE: 539607), a fast-growing company known for its strengths in AI, cybersecurity, cloud systems, digital infrastructure, enterprise solutions, and advanced 5G technologies, has signed a Memorandum of Understanding with the Andhra Pradesh Economic Development Board (APEDB). The company has committed to invest about ₹400 crores in the state’s healthcare technology sector. The MoU was formalised at APIIC Towers in Mangalagiri, Guntur District, in the presence of senior representatives from both sides.

Under this agreement, Blue Cloud will establish its flagship healthcare technology project, “BluBio,” in either Amaravati or Visakhapatnam. Planned across a 30-acre site, the initiative reflects the company’s long-term commitment to advancing innovation and infrastructure in Andhra Pradesh.

By 2027, the BluBio project aims to create 1,200 direct jobs in research, development, operations, and administrative functions. In addition to this core workforce, the project is expected to generate around 20,000 indirect jobs across supply chain services, logistics, vendor networks, and other supporting activities—providing a significant boost to the state’s economy and aiding local community development.

The investment will accelerate progress across key sectors including healthcare, defence, finance, and cybersecurity. Blue Cloud’s AI-powered platforms will be deployed to introduce modern processes, enhance efficiency, and strengthen sectoral resilience. The BluBio facility is envisioned as a showcase for large-scale AI integration, positioning Andhra Pradesh as a destination for high-technology investments and setting new standards for digital innovation in India.

The initiative aligns closely with Andhra Pradesh’s long-term economic goals, supporting the state’s efforts to attract high-value industries while promoting inclusive and sustainable growth. APEDB will play a central role in assisting Blue Cloud’s entry into the state, acting as a coordinating link between the company and various government bodies. This includes helping with introductions, facilitating clearances, and ensuring smooth navigation of approval processes at both state and central levels. APEDB will also assist Blue Cloud in its engagement with the Government of India, particularly for regulatory requirements tied to major investments and technology-driven projects.

However, specific responsibilities such as land allocation, provision of incentives, and evaluation of financial benefits will remain with the relevant departments of the Andhra Pradesh Government. These departments will administer land approvals, tax incentives, subsidies, and other support mechanisms in accordance with established policies and regulatory frameworks. This structure ensures that the project progresses with transparency, accountability, and adherence to legal norms.

The MoU outlines a shared commitment to advancing industrial growth and strengthening the state’s infrastructure ecosystem. It paves the way for public-private collaboration aimed at building advanced facilities—starting with the BluBio healthcare technology centre—and fostering innovation across multiple sectors. By combining Blue Cloud’s technological expertise with the state’s forward-looking development agenda, the agreement is expected to stimulate a new wave of growth in AI-enabled industries.

The MoU will remain in force for 12 months from the date of signing. As a non-binding agreement, it sets out a cooperative framework and expresses mutual intent, without creating legally enforceable obligations. This flexible structure allows both parties to refine plans, address evolving needs, and strengthen their partnership as the project advances.

Reflecting on the agreement, Tejesh Kodali, Group Chairman of Blue Cloud Softech Solutions Limited, said “The signing of this MoU marks an important milestone for both Blue Cloud and the state of Andhra Pradesh. By combining our technological strengths with the state’s progressive vision, we aim to introduce transformative solutions that support innovation and inclusive growth.”
