Oil and Natural Gas Corporation (ONGC) has signed an agreement with bp, appointing the global energy company as the Technical Services Provider (TSP) for Mumbai High, India’s largest offshore oil field. Under the partnership, ONGC will retain ownership and operational control, while bp will deploy its technical expertise to enhance production efficiency.
For the first two years, bp will receive a fixed fee for its personnel, followed by a performance-linked service fee based on increased oil and gas output. The goal is to reverse production decline and drive long-term growth.
With extensive experience in optimizing large oil fields, bp will focus on improving recovery rates through advanced subsurface analysis, system upgrades, and enhanced reservoir management. This collaboration is expected to significantly strengthen domestic oil and gas production, generating higher revenue for ONGC and maximizing service returns for bp.
Speaking on the occasion, Shri Hardeep Singh Puri, Minister of Petroleum and Natural Gas, said, “India’s journey toward energy self-sufficiency receives a major push as ONGC collaborates with bp to revitalize Mumbai High. This landmark field has been a pillar of our energy security since 1974, and with bp’s expertise in managing mature reservoirs, we anticipate a significant boost in production.”
Echoing this sentiment, Shri Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas, emphasized, “This strategic partnership will integrate global best practices and cutting-edge technology to optimize output at Mumbai High. It reinforces our commitment to energy self-reliance and sustainable growth.”

As India’s largest exploration company, ONGC has discovered seven of the country’s eight producing basins and accounts for 63% of domestic oil and natural gas production. Meanwhile, bp, with over a century-long presence in India, operates across multiple energy segments, including gas partnerships, Castrol lubricants, clean energy ventures, and mobility solutions through Jio-bp.
