Larsen & Toubro (L&T) emerged as the lowest bidder for the civil construction contract AGCC07 of the Agra Metro Phase 1 project. This contract pertains to the 15.09 km Line-2, connecting Agra Cantonment to Kalindi Vihar via 14 elevated stations.
The Uttar Pradesh Metro Rail Corporation (UPMRC) has designated this major package to include the construction of the entire viaduct for Line-2, the 14 elevated stations, a 530-meter viaduct leading to the Kalindi Vihar Depot, and a notable 2.61 km viaduct stretching from north of the Sadar Bazar metro station to the PAC Depot on Line-1, which was previously constructed by Lisha Engineers under Package AGCC-03.
The scope of this contract now encompasses Package AGCC-06 (Agra Cantt – Sanjay Place), which was abruptly canceled by UPMRC in October 2023 and incorporated into Package AGCC-07. UPMRC had called for bids on AGCC-07’s construction in December 2023, with an estimated cost of Rs. 1529.29 crore and a strict 24-month deadline.
Technical bids were opened in March 2024, revealing six bidders, of which four qualified for the financial evaluation stage, concluded last week. The scope of work for UPMRC includes the design and construction of the main elevated viaduct from Agra Cantt. Metro Station to Kalindi Vihar Metro Station, with specific chainages and ramp connections.
It also covers the construction of 14 elevated stations, including Agra Cantt, Sadar Bazar, Pratap Pura, Collectorate, Agra College, Hariparvat Chauraha, Sanjay Place, M.G. Road, Sultanganj Crossing, Kamla Nagar, Ram Bagh, Foundry Nagar, Agra Mandi, and Kalindi Vihar, along with associated ancillary structures, architectural finishes, water supply, sanitary installations, drainage, external development, fire safety measures, and other electrical and mechanical works.
The Agra College Station will allow passengers to transfer to the city’s 14.25 km Line-1 (Sikandra – Taj East Gate), where an underground station is being constructed by Afcons – SAM India JV under Package AGCC-02. L&T’s bid of Rs. 1466.49 crore was Rs. 62.79 crore (4.11%) below UPMRC’s estimate of Rs. 1529.29 crore, suggesting a prompt contract award without extended financial review.
Should the contract be awarded, it will mark L&T’s re-entry into elevated metro projects in northern India, contrasting with their current focus on underground tunneling projects like Delhi Metro Phase 4’s DC-09 and Patna Metro Phase 1’s PC-03 & PC-08R. They are also involved in elevated projects in Chennai Metro Phase 2, including EV-01 on Line-3, ECV-01 on Lines 4 & 5, and ECV-02 & EV-03 on Line-5.
With this development, initial groundwork for Line-2 is expected to commence in early October, with full construction anticipated to start by the end of December. Package AGCC-07 will be financed by the European Investment Bank (EIB) through a €450 million loan.
